A doctor in training, incurred expenses while attending mandatory courses during their study leave. These courses required travel and accommodation away from their usual place of residence.
Upon completion of the training, they submitted an expense claim to their employer. The claim included costs for accommodation, travel, and food. However, the Trust denied reimbursement for one of the submitted food bills. They sought advice regarding this refusal to reimburse their expenses.
MDS reviewed Dr A’s expenses claim forms and examined the relevant NHS England study leave policies. The review focused specifically on the policy’s allowance rates and eligibility criteria for expense reimbursement.
MDS review showed that while the amount of the disputed food bill fell within the specified allowance rate, the delivery location was the doctor’s home address. According to NHS England policy, food expenses are only reimbursable if the food is consumed at the training location or within a five-mile radius of the doctor’s short-stay accommodation.
As the food was delivered to their home, the Trust’s decision to deny the claim was consistent with the established policy.
MDS concluded that the Trust acted in accordance with NHS England study leave policies when denying reimbursement for the food bill delivered to Dr A’s home address.
